WD1 Water Accounting Procedures

The Water District #1 (WD1) Water Accounting Manual explains how water is measured, accounted for, and distributed throughout the Upper Snake River Basin in Idaho. The manual outlines the principles, practices, and procedures used by Water District #1 to manage natural river flow, reservoir storage, canal diversions, and water rights under Idaho’s “first in time, first in right” system. It also describes how streamflow data, reservoir levels, evaporation, and diversion measurements are used each day to help ensure water is distributed fairly and accurately to irrigation districts, reservoirs, canals, and other water users throughout the basin.

In addition to explaining the overall water accounting process, the manual includes detailed examples of how water is divided and delivered in specific situations across the system. These procedures help water users better understand how storage water, natural flow, and delivery priorities are calculated during the irrigation season. Page 118 of the manual specifically describes the procedures used for deliveries to the Minidoka North Side and Minidoka South Side Canals, including how diversions and storage deductions are divided between Minidoka Irrigation District and Burley Irrigation District.
